Summary:"The Switching Operations Fatality Analysis (SOFA) Working Group was formed to analyze the factors contributing to fatalities in switching operations. The 2010 Working Group invited an independent team of evaluators to assess the thoroughness of the SOFA methodology with the goal of promoting utilization of SOFA findings. This report, prepared by the evaluation team, describes the SOFA 2010 tools and processes and concludes that they are both systematic and rigorous. The railroad industry is urged to give careful consideration to the findings of the SOFA Working Group in the interest of improving rail yard safety in the years ahead."--Technical report documentation page.
