Summary:Governor Gary Locke and the Washington legislature created the Promise Scholarship program to enable low- and middle-income students to attend college. Josh Davey received a Promise Scholarship for the 1999-2000 school year to attend Northwest College, where he wanted to major in theology. When he was told he could not receive the scholarship money because of his major, he sued. Davey claimed that denying state scholarships to theology students violated his First Amendment right to practice his own religious beliefs through his chosen course of study.
