Summary:Declaration of Rights, also the Constitution of the Form of Government, agreed to by the representatives of the freemen of the State of Franklin. These representatives had been elected for the convention at Greensville beginning November 1785. This was published in 1786 in Philadelphia. A preface explains that a committee which proposed the constitution began with the North Carolina constitution, and made various changes. The preface indicated that this proposed "Frankland" constitution was a work in progress. However the report and constitution was rejected and the North Carolina constitution adopted. Of note, this may also be called the "Holston" constitution.
