Summary:北洋政府多为史家所诟病,由此延及对北洋时期外交的评价.然从总体上观察北洋外交家的个人经历及中国近代外交的全过程,可以看到北洋时期的外交是由一批相当专业化的外交人员所主持,北洋时期中国政府很弱,却是丧权最少的时期.需要对开对北洋外交的进行再思考,再研究.作者以大量第一手资料梳理了北京政府的修约史,修正了关于北洋外交的既有认知,阐述了北洋外交在近代中国外交史上的应有地位.该书可谓关于北洋外交研究的上乘.
