| Summary: | Politician Arthur L. Turner was born on December 2, 1950 in Chicago, Illinois. Graduating with honors from St. Mel High School, he attended St. Joseph's College for one year before transferring to Illinois State University, where he received his B.A. degree in business administration. Turner then worked for eight years as an investigator with the Cook County State's Attorney's office. He ran for the seat of retiring Representative Jesse Madison, losing by 800 votes. Successful two years later at age thirty, Turner became the youngest member of the Illinois General Assembly. Though he was defeated for a second term in 1982, Turner was soon appointed to fill a vacancy in the 10th Legislative District. Known as the "Father of the Affordable Housing Trust Funds Law," a bill that he sponsored and helped pass, he served for eighteen years as Deputy Democratic Leader of the Illinois House of Representatives.
