Summary:	Contains transcript of Committee markup session on H.R. 7217, to amend the Education of the Handicapped Act to extend through FY77 financial assistance to States for improved educational services for handicapped children, and to establish a new entitlement formula beginning FY78 to serve all handicapped children.
